add: click the external link it will load in the new tab

Add Target attribute in the anchor tag and set the value to the Blank if someone click the link it will load in the new tab. This only added to the other website not for tinygrad.org if someone sign up for the mailing list or shipping it will in the same page.

Impact

• This will help user to switch between the tabs instead of click the link and after seeing the external link and click back and see tinygrad.org page.

Missing

• https://github.com/tinygrad/tinygrad/blob/master/tinygrad/function.py this file doesn't exist anymore. What do you want to display while clicking that link
