In the 10k Tools section for post feedback, my understanding (maybe wrong) is that "anonymous feedback" is the attempted up/down votes cast by people who haven't unlocked up/down vote privileges. (related: the answer to Under the tools menu, how should I read the post feedback information?, and Anonymous user feedback now in testing). And my uneducated assumption has been that "registered feedback" is referring to votes cast by people who have earned full voting privileges.

Working off that understanding, now looking at the 10k Tools post feedback pages for MSO and MSE, they look... weird.

Ex. on MSE in the last year, this is what I see:

Total Feedback 8.2k 4k (48.02%) up / 4.3k (51.98%) down
Total Votes 76.8k 64.5k (84.03%) up / 12.3k (15.97%) down
Anonymous Feedback 3.9k (47.95%) up / 4.3k (52.05%) down
Registered Feedback 33 (57.89%) up / 24 (42.11%) down

33+24 seems awfully low for registered feedback.

Similarly, on MSO:

Total Feedback 3.3k 1.7k (53.27%) up / 1.5k (46.73%) down
Total Votes 67.2k 53.7k (79.97%) up / 13.5k (20.03%) down
Anonymous Feedback 1.7k (53.22%) up / 1.5k (46.78%) down
Registered Feedback 11 (61.11%) up / 7 (38.89%) down

So (and apologies for multiple questions in one, but they're related)-

  1. Whose votes are counted as "anonymous feedback" versus "registered feedback"?
    • Is there a difference in how it works for meta sites?
  2. Why are the registered feedback numbers on MSE and MSO so low?
  3. Are the (attempted) votes on meta posts of people with no account or who haven't earned up/downvoting privileges on the corresponding main site counted as "anonymous feedback", or are they just not counted at all?

The motivation for me being interested in this is this comment:

It's actually a problem that needs to be solved (we are thinking about this) - how do we know that any input is truly representative of all users? - Prashanth Chandrasekar

I started wondering- "though not everyone can post on meta, does the company at least have some semi-representative data about the attempted votes on meta posts of people who don't have accounts or otherwise can't cast "real" votes on meta?"

    I don't have documentation to cite here, but my impression has been that "anonymous" means "not logged-in", and "registered" in this context means "user lacks the reputation for casting that vote type", mostly because the link to that page on meta.stackexchange.com/tools is titled "anonymous and low rep post feedback". I'd be interested in seeing that backed up by something more than a hunch though. Commented Jun 6 at 23:06
