Fix VSR updates when namespace is set implicitly

Bug

• When the namespace of the VirtualServerRoute is set implicitly. Updates to that resource are not applied.

Proposed changes

• When the namespace of the VirtualServerRoute is set implicitly. The VirtualServerRoute will now use the namespace of the VirtualServer.
