I am on a second coat of Varathane, oil-based, clear, and satin varnish. I am applying this varnish to a stained oak board (1" x 3.5"). On one section of the board, the varnish dried smooth: Smooth finish

While another section I get repeated clumps like this:

The clumps do not seem to be hair, dust, or any other large debris, but instead seem to be more like clumps of semi-hardened varnish. This is curious because I am working out of the same pale at the same time that provided the smoother finish. Between coats I have been storing my brush in painter's solvent, which I brush out on a clean rag before dipping the brush back in the varnish.

This has already happened on a previous board. Notably, I am also applying the same stain and varnish to some oak crown molding, but the only pieces that are giving me trouble are the oak 1" x 3.5" boards.

Additional note, I am varnishing at around 55 degrees F, at around 70% humidity.
