Add `dump` command

Add a service and console command that will dump anything. Packages will provide their handlers with metadata to dump.

Examples:
- project directories registered in Kernel
- routes
- configs
- some non-sensitive envs

Will be useful for:
- IDE plugin
- MCP
- Debug
